Hello, I'm very sorry it took me so long to reply! I checked it in my game and the Maxis Whatay Buffet was buyable/placeable and sims could serve food, grab a plate, and clean up. I don't know why it doesn't work in your game.
You could try HugeLunatic's updated ps buffet? They added recolorability and that's the one I use.
